Changes apply right away, no restart needed. Cooldown is per command, for everyone.
Make one per scene if you like, e.g. a bar for gameplay and a panel for "Just chatting". Changes save automatically and show up in OBS within 2 seconds.
Drag the stats (and title) to place them, and drag the purple corner handle to resize. They snap to the edges and the centre. Click one, then use the arrow keys to nudge it (Shift for bigger steps) and + / − to resize. Double-click the handle for 100%.
Want to move stats around live in OBS instead? Every stat under "Stats to show" has a Link button. Add each link as its own Browser source (about 300 × 150) and drag them wherever you like in OBS. They use this overlay's style.
These act on your channel, so they need you logged in with Twitch as the channel owner (Settings tab).

If the phone can't connect, Windows Firewall is blocking it: allow Python on Private networks (the prompt appears the first time the bot starts).
